Just because one can string together words in some kind of order that resembles a sentence, doesn't necessarily mean that person is smart. This is painfully evident when some academics pen a column or article in newspapers.
It would seem that a doctor title or PH.D is a waiver to say the dumbest things in public and get away with it, apart possibly from being an elected official.
